If you live in Latvia but are insured (employed, pay taxes, receive a pension, etc.) in another EU/EEA country, Switzerland or the United Kingdom, you and your family members need the S1 form "Certificate of entitlement to healthcare" to receive state-funded healthcare services in Latvia, which entitles you to receive state-funded healthcare services in the same way and to the same extent as insured persons in Latvia.

You can request an S1 form from the competent authority of your country of insurance and it is only valid if registered with the NHS.

 

S1 registration procedure:

The following must be submitted to the National Health Service:

requesting the registration of an S1 form stating:

    • Full name, Latvian personal identity number*;
    • address of your actual place of residence in Latvia;
    • phone number and email address

 

* If the individual does not have a Latvian personal identity number:

for obtaining a Latvian personal identity number - separately for him/herself and for each family member to whom an S1 form has been issued;

  • show proof of identity - passport, ID card or birth certificates for minors.

 

Documents can be submitted:

  • in person, by submitting documents to the NHS Customer Service Centre;
  • by post  to  31 Cesu Street, 3rd Building, 6th entrance, Riga, Latvia, LV-1012;
  • by sending documents to nvd@vmnvd.gov.lv, if the application is signed with secure e-signature;
  • via e-address

 

Important:

You can only be insured in one country, so:

  1.  An EHIC issued in Latvia will be cancelled if the person already has one. If you need an EHIC, you must request it from the Member State where you are insured.
  2.  Registration of the S1 form will be refused if the person is insured (employed or receiving a pension) in Latvia.
